The mission of the Plant Protection Section is to enhance the quality of life in North Carolina by protecting agriculture and the environment from injurious plant pests, by promoting beneficial organisms, and by protecting rare native plants of the state.

North Carolina Department of Agriculture and Consumer Services Plant Protection Specialists inspect over 10,000 acres of nursery stock each year. This acreage is grown by approximately 2,000 nurseries ranging in size from 0.2 to 350 acres.

A certificate is required to distribute or sell nursery stock or collected plants. Nursery stock is defined as all wild or cultivated plants or plant parts, trees, shrubs, vines, bulbous plants and roots, grafts, scions and buds. Included in this definition are strawberry plants, turfgrass and bulbs. When requesting a nursery certificate or inspection, please provide your name, phone number, and the name of the county where the nursery is located. The mission of the Pesticide Section is to protect the public health, safety and welfare, and to promote continued environmental quality by minimizing and managing risks associated with the legal use of pesticides through administration and enforcement of the N.C. Pesticide Law of 1971 and pursuant regulations adopted by the N.C. Pesticide Board.

The North Carolina Division of Water Quality (DWQ) in the Department of Environment and Natural Resources (DENR) is the agency responsible for statewide regulatory programs in groundwater and surface water protection. DWQ's mission is to preserve, protect and enhance North Carolina's water and groundwater resources through quality monitoring programs, efficient permitting, responsible management, fair and effective enforcement and excellence in public service.

Farmers, Ranchers, and other conservation-minded agricultural producers, rely on NRCS for assistance through conservation programs and technical information to help them protect the natural resources on their land. Your local USDA Service Center can help you plan and install the best conservation practices for your land. Ag producers also work with our partners, locally led Conservation Districts, who strive to increase voluntary conservation practices among farmers, ranchers and other land users.
